Hello Everyone,

  • July 4th, 1776, the Continental Congress approved the Declaration of Independence.  Since 1980 the titles “Independence Day” and “Fourth of July” are both utilized to identify the event’s celebration.
  • The week of the Fourth is a festive time with family gatherings, food and fireworks.  Fireworks explosions are dangerous, from losing fingers, eyesight and even death so be safe.  Please be respectful of your neighbors by detonating at reasonable times and cleaning all debris from your fireworks.
  • Fireworks detonation times are July 1, 2 & 3, 8:00 AM to 11:00 PM with July 4th being 8:00 AM to 1:00 AM and July 5th being 8:00 AM to 11:00 PM.  Enjoy and be SAFE.
  • Summer goes so fast, gosh, we are nearing the fall sports season already with players, coaches and game officials in their early stages of preparation for her/his sport of choice.  
  • Last week I was privileged to work at the Sioux Empire Football Officials’ Clinic.  There were about 75 campers from nine different states who attended the Sioux Falls clinic.  Officials from Valley City and other North Dakota communities were there taking part in two days of classroom presentations and on-field officiating overseen by high school, college and NFL clinicians.
  • My profession was working with the North Dakota High School Activities Association (NDHSAA).  The NDHSAA is located in Valley City and is the service organization of North Dakota’s member schools.  Some responsibilities are administering eligibility, providing rules clinics and administering the fine arts & sports region and state tournaments.  My purpose for sharing the aforementioned is, to have fine arts and sports competitions, judges and game officials are needed.  Because, “Without officials, they’re just scrimmages”!
  • Why consider officiating?  It is an opportunity to “give back”, it is a competition, it is physical fitness, you will network and realize lifelong friendships.  Please contact the NDHSAA at 845-3953 or ndhsaa.com.  Try it, you may love it.

Hi All,

  • Last Thursday you may have observed the Summer Solstice which is when the sun is at its northernmost point and produces the day with maximum sunshine of the summer.  Watch for September 22 as it is the Autumnal Equinox when we have 12 hours each of light and dark followed by December 21, the Winter Solstice, the opposite of the Summer Solstice.  Enjoy the events.
  • Be aware of freshly planted grass in construction areas, please don’t walk or drive on it.  There are also areas where there is no curb with grass next to the road, please stay off those areas when wet as your vehicle will sink in the mud and repairs are expensive.
  • Last week I had the pleasure of visiting with people from Texas, Ohio and California who were touring Valley City.  They were all interested in and very complimentary of the parks, views and overall beauties of our town. 
  • Sometimes I am guilty of seeing all the things we want to repair, upgrade, remove, etc., and I forget to step back a moment to, “smell the roses” and appreciate all the wonderful things we have here.  We are Blessed.
  • Would you like to serve your community; it is gratifying.  Currently there is an opening on each of three committees:  Renaissance Zone, Planning & Zoning and Visitors Committee.  Please give it some thought and for further information e-mail Judi at jhintz@valleycity.us.
  • I have noticed more vehicles yielding to pedestrians in crosswalks, thank you.  If you normally don’t allow pedestrians to cross first, please consider doing so.  “Being courteous is contagious, catch it”!
  • When was the last time you visited the Barnes County Museum or the Valley City Barnes County Library?  Wes always has something “cook’n” at the museum and the library is one of three basically unaltered Carnegie Libraries in North Dakota.  Both places are special and for folks of all ages.

Hello Folks,

  • For all you Dads out there, I hope yours was a great Father’s Day.
  • Last week was a wonderfully busy week with meetings, construction projects and many activities related to our Community Days Celebration. 
  • There was plenty of music around town with Greg Hager, 8th Hour, Myron Sommerfeld and His Orchestra along with other combos.  Thank you for your great sounds everyone. 
  • Friday evening the Bridge City Cruisers gathered about 150 cars for display and an easy cruise around the area followed by a movie at the Bandshell.  
  • At the Larry J. Robinson Center for the Arts Friday was the third annual Peggy Lee Day featuring Peggy Lee’s poetry and music presented by Myron Sommerfeld and His Orchestra.  Following the concert was an ice cream & coffee social.
  • Saturday was breakfast at the airport before the parade.  There was a great turn out of parade units and spectators. A number of St. Raphael residents joined the crowd too.
  • A huge part of Saturday was Bridge City Cruisers’ “Rally in the Valley”.  This year the Rally brought about 230 cars, pickups, tractors and the like to town.  Several contests, awards and “valve cover car racing” were there for participants and spectators.
  • TO ALL the people, businesses & clubs who facilitated, planned and executed the aforementioned events, thank you.  Blessings and get some rest.
  • The North Dakota State Board of Higher Education authorized naming the VCSU Center for the Arts the “Larry J. Robinson Center for the Arts”.  There was a nice ceremony June tenth with dignitaries from around North Dakota recognizing a number of Larry’s contributions to VCSU, Valley City and North Dakota.  Congratulations and thank you Larry.
  • The Sheyenne Valley Community Foundation (SVCF) is accepting applications for its “Community Grant Round”.  Please see https://www.yoursvcf.org/grantopportunities for information.  Thank you to the SVCF Team for making said grants possible.

President Carlsrud called the meeting to order at 5:00 PM.

PUBLIC HEARING

Public Hearing on Valley City Barnes County Public Library Loan Approval. President Carlsrud Declared the Public Hearing Open.

Commissioner Magnuson motioned to close the hearing, seconded by Commissioner Gulmon. Motion passed.

Approve Valley City Barnes County Library to accept loan through the Rural Development Finance Corporation.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed.

ORDINANCE

Approve Second and Final Reading of Ordinance 1152, an ordinance to amend and reenact subsection 7 of section 4-01-05, and sections 4-01-01, 4-01-03, 4-01-04, 4-01-06, 4-01-11, 4-0112, 4-01-24 of the Valley City Municipal Code relating to sales of alcoholic beverages.

No changes from the first reading.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Approve Second and Final Reading of Ordinance 1153, an ordinance to amend and reenact subsection 1 of section 11-05-18 of the Valley City Municipal Code related to ice cream trucks.

No Changes from the first reading.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

RESOLUTION

Resolution 2447, a resolution to approve Final Replat of Lots 14 and 15, Block 1, of Weiser’s Addition to the City of Valley City.

City Attorney Martineck stated this is due to a pending sale and the owners needing to clear up some property lines. PZ approved it as is and there are no issues.

Commissioner Gulmon moved to approve, seconded by Cornmissioner Bishop. Motion passed unanimously.

NEW BUSINESS

Approve Monthly Bills for the City and Public Works in the Amount of $2,104,601.12, Commissioner Bishop moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.

Approve Employee Travel Voucher Policy.

City Attorney Martineck stated we were having trouble getting forms turned within a reasonable time so this clarifies the expectation. They need to be turned in within 60 days after an event or if the event happens in December it needs to be turned in by January 31 st for budgeting purposes.

Commissioner Gulmon moved to approve, seconded by Commissioner Bishop. Motion passed unanimously.

Consider the Visitor’s Committee recommendation to Approve the Historical Grant Application for Valley City Barnes County Public Library in the amount of $25,000. for the Rotunda Renovation of the 1903 Carnegie Library Project.

Finance Director Klein added that this fits the guidelines and was approved by Visitor’s Committee. Mary Lee Nielson spoke on behalf of the Visitor’s Committee stating they know fixing anything historical is expensive and commended the Library for all the various sources they’ve found to fund this project.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously.

Approve Site Authorizations for Thundering Saints Inc at Boomers Corner Keg, Bridges Bar & Grill and The Labor Club.

Commissioner Magnuson moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.

Approve Site Authorizations for North Dakota Winter Show at the North Dakota Winter Show Event Center.

Commissioner Magnuson moved to approve, seconded by Commissioner Bishop. Motion passed unanimously.

Approve Conditional Use Permit for Sheyenne Valley Area Career & Technology Center school in R-2 Two-Family Residential District.

City Attorney Martineck stated their expansion does not fit into the current zoning of an R2. PZ recommends approval.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.

Discuss Mobile Home Park Specification for existing Parks.

City Attorney Martineck stated the current manager of Sunrise Mobile Home park wants to move in additional mobile homes to fill three vacant spots. The current ORD does not allow the homes to be that close so in order to allow this there would have to be some sort of conditional use permit.

City Administrator Crawford is recommending this goes back to the PZ Board to discuss the conditional use permit as they are doing what they need to keep this park up.

Consensus was to send this to the Planning and Zoning Board.

Consider Delay of Public Sale of City Property Located in NW Industrial Park,

Jennifer Feist is requesting the delay of this due to a manufacturing company that is interested in the property along with the spur.

Commissioner Bishop moved to approve a 30-day delay, seconded by Commissioner Gulmon. Motion passed unanimously.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reported clean up week went well. There were few places that did not sort their piles so they were left. Everyone pitched in and did a great job.

Please mow your lawns, several letters have gone out. When mowing please do not blow it in to the street as the grass clippings clog the storm drains and makes it a slippery surface for motorcycles and bicycles. Finance Director Klein mentioned the RZ Board, Visitor’s Committee and PZ Board have an opening on their boards.

City Engineer Peterson gave an update on the Construction Projects. We are having a public meeting next week for the 4dl St. and 6th St. NW-Phase Il, in preparation of the work starting in early June.

Commissioner Gulmon gave an update from the Finance Committee.

Commissioner Erickson stated hydrants will be flushed next week so run your COLD water to flush it out.

President Carlsrud thanked the graphic communications class for changing the pictures in the commission chambers and encouraged people to stop in and see them.

6/10/2024

Hi Folks,

  • Community Days, presented by CHI Mercy Hospital, will be Saturday.  The day will be filled with, a parade, food, music, Classic Cars, visiting with folks and much more.  Come out and enjoy the festivities. 
  • Beginning at 5:30 Thursday is Summer Nights on Central with music by “8TH HOUR”!
  • The third annual Peggy Lee Day Celebration will be this Friday at  the Larry J. Robinson Center for the Arts.  Beginning at seven o’clock there will be a Peggy Lee music concert presented by Myron Sommerfeld, The Music of the Stars Band and Miss Bonnie Lynn.  Allison Bryn, Ada Gilbertson and Leah Hochhalter will present selections of Peggy Lee’s poetry.  Capping the special evening will be an ice cream and coffee social. 
  • Congratulations to the Valley City Hi-Liner Tennis Team, 2024 State Team Champions!  Considering our small school talent pool compared to the large metropolitan talent pools, this is a HUGE accomplishment.  To the Hi-Liner players and coaches, “Way to go, you are to be proud”.
  • With more lawn mowing occurring, please minimize grass being blown on the streets.  The grass screws up the storm sewers and grass on the street is slippery causing kids on bikes to slip and fall.  Please help.
  • Pedestrians & bikers PLEASE wear bright clothing and face traffic when walking or jogging ….. distracted drivers are everywhere, keep them in your sight. 
  • From the MRES Board Meeting last Thursday, favorable updates on the Watertown Power Plant Project (reliable power) and the Brookings Solar Project (renewable power source) were heard.
  • City County Health Department and the Valley City Police Department partnered to purchase “Safe Wrap”.  Safe Wrap is a restraining device that is utilized safely with little or no pain to the detainee.  Thank you.
