05.18.2026 Mayor’s Message

Hello Folks,

  • Memorial Day 2026 falls on Monday, May 25, a day observed annually on the last Monday of May to honor and mourn the military personnel who died serving in the Armed Forces to preserve our freedom. Earlier this month, we also observed Peace Officers Memorial Day on May 15, alongside National Police Week, lowering our flags to half-staff to remember fallen law enforcement heroes. Blessings, and please remember these sacred days of observance with reverence.
  • Our City Beautification Committee handles numerous tasks beautifying Valley City and our surrounding area. Many of these projects are not difficult—they just need doing—and even our elderly residents can be vital contributors! Today, our committee needs some extra assistance. Please call Sharon Buhr at 701-840-0973 to see if there is a project that interests you.
  • Valley City Public Schools and local citizens celebrated the groundbreaking for the new school last week. This monumental milestone will provide pride and value to our community for generations to come.” The role of education is to prepare students for careers that will solve problems that don’t currently exist, using technologies that haven’t been invented.” ~ FSW
  • IN GOD WE TRUST” first appeared on the two-cent coin in 1864 and became the official national motto in 1956.

Public Comments

This portion of the meeting provides a limited public forum for Valley City residents, property owners and business owners to address the Board of City Commissioners on topics related to City business.  Interested persons must submit a comment card with the individual’s name, address, and the topic to be commented upon. Non-residents must provide the address of the City of Valley City business the individual operates or works at or the address of real property which the individual owns within the City of Valley City. Comments cards must be provided to the meeting secretary and approved prior to speaking. Public comments are limited solely to business matters and concerns pertinent to the City.

The following rules apply to Public Comments:

  • Limited to five minutes per speaker.
  • Must not interfere with the orderly conduct of the meeting.
  • Must not be defamatory, abusive, harassing, or unlawful.

05.11.2026 Mayor’s Message

  • Congratulations to the graduates of Valley City High School, Valley City State University, and all of our area schools! Blessings and be safe.
  • Clean-up week branch pick-up is scheduled for May 21–22. Please place branches (four-inch diameter maximum) near your regular garbage pick-up area or the boulevard where trucks can easily access them.
  • “God writes straight with crooked lines,” ~ Portuguese proverb & FSW.
  • Groundbreaking for the new VCPS Building will be held Wednesday May 13th at 1:00.  The ceremony will be held just north of Hanna Field, near the future site of the new school.
  •  Many career opportunities are available in the electrical industry. One of the ways Missouri River Energy Services (MRES) helps educate and recruit is through the following:  “We have been implementing the Smart Energy Squad program from Missouri River Energy Services for five years.  This program provides our fifth-grade students with comprehensive instruction on natural resources, electrical energy, the energy-water nexus, energy efficiency, conservation, and responsible energy uses at home.  At the conclusion of the program, each student receives a kit containing an LED light bulb, LED nightlight, and a digital thermometer.  Students are encouraged to install and use these items in their homes to promote more efficient energy consumption. Upon completion of the unit, teachers are awarded a mini-grant to support additional classroom resources and learning opportunities.”  ~ Ashley Kellogg and Tara Altringer, Valley City Public Schools.

Presentation on Electric Rate Study

Evan Leebens presented information regarding the Electric Rate Study, including an overview of proposed rate adjustments. The presentation outlined the need for these increases to address rising wholesale power costs from our providers, MRES and WAPA.

Discuss Veteran Banners

President Dave Carlsrud discussed the interest in obtaining veterans banners. The consensus of the commissioners was to gather additional information on costs, production timelines, and potential placement locations (such as Veterans Park or along city streets).

Discuss Tourism Banners for Central and Main.

Macy Schlaht presented mock‑ups of the proposed tourism banners. The Tourism Committee is pursuing a grant to fund multiple banner designs to replace the current banners, which are tattered and no longer usable.

Discuss water tower logo.

Discussed various options for water tower designs.

Review City Adoption of Building, Fire, and Property Maintenance Codes.

City Engineer Petersen reviewed funding.

Discuss Request from the North Dakota Department of Water Resources the separation of 1,500 acre-feet from Valley City’s existing perfected water permit no. 1096 for the purpose of adding the same volume to a new perfected water permit from the Sheyenne River for Valley City’s municipal water uses.

Discuss purchase of property at 804 Chautauqua Blvd (Parcel 63-5691060) as a PFP Buyout.

David Schelkoph spoke to commissioners to move up with buying his property as permanent flood protection. 

DEPARTMENT REPORTS

Sanitation Department: Supervisor Swart reported that the Transfer Station will begin Saturday hours starting May 2. Clean‑Up Week has been scheduled for May 11–16. Residents may begin setting items out for pickup after their regular garbage day during the week prior. A reminder was given that the City now charges a $15 fee for mattress disposal.

Water Department: Water Supervisor Hesch Wade reported that residents are beginning to spend more time outdoors and have started watering their lawns. With temperatures steadily increasing, the system will transition to using 100 percent river water in the near future. He noted that Sunday monitoring will need to resume to keep track of water consumption. Additionally, Sherry has completed her annual training and is now pH certified.

Electric Department: Electrical Superintendent Senf reported that his team has begun work on their scheduled April projects and noted that the department is entering a busy period.

Fire Department: Fire Chief Magnuson reported on burn ban in the area, fire calls, and dangerous buildings.

Police Department: Police Chief Horner provided an update on recent calls for service. He reported that officers were honored to participate in the Special Olympics Torch Run. The Police Department continues to collaborate with City-County Health to promote mental health awareness within the community

Street Department: Street Superintendent Klemisch provided an update on the timeline for upcoming summer projects, including hydrant flushing, crack sealing, pothole repairs, and activities related to Clean‑Up Week.

  • Valley City has been recognized as a 2025 Tree City USA. Public Comments

This portion of the meeting provides a limited public forum for Valley City residents, property owners and business owners to address the Board of City Commissioners on topics related to City business.  Interested persons must submit a comment card with the individual’s name, address, and the topic to be commented upon. Non-residents must provide the address of the City of Valley City business the individual operates or works at or the address of real property which the individual owns within the City of Valley City. Comments cards must be provided to the meeting secretary and approved prior to speaking. Public comments are limited solely to business matters and concerns pertinent to the City.

The following rules apply to Public Comments:

  • Limited to five minutes per speaker.
  • Must not interfere with the orderly conduct of the meeting.
  • Must not be defamatory, abusive, harassing, or unlawful.
  • May be prohibited if an alternative procedure exists to bring that particular type of public comment before the City, the public comment includes confidential or exempt information, or the public comment is otherwise prohibited by law.

Submission of written comments: In lieu of speaking, a written comment may be delivered to the meeting secretary prior to the start of the meeting. Written comments are limited to two pages. Any member of the public seeking to comment without attending in person may submit written comments to tplecity@valleycity.us.   • Municipal electric utilities, also known as public power utilities, are not-for-profit entities owned by the customers they serve and operated by state or local governments. Across the nation, about 2,000 public power utilities serve 15% of electricity customers and account for 10% of total generating capacity. Many of these utilities are members of joint-action agencies, such as Missouri River Energy Services (MRES), through which they collaborate to provide a mutual power supply and essential energy-related services.  ~ Electricity 101
