President Carlsrud called the meeting to order at 5:00 PM.

Members present: President Carlsrud, Commissioner Gulmon via Zoom, Commissioner Bishop, Commissioner Erickson, Commissioner Magnuson

Others: City Administrator Crawford, City Attorney Martineck, Finance Director Klein, Police Chief Horner, Administrative Assistant Hintz.

APPROVAL OF AGENDA

No Changes.

APPROVAL OF CONSENT AGENDA

  1. Approve Monthly Reports from the Fire Chief, Electrical Superintendent, Building Inspector Finance Director and Municipal Judge.
  2. Approve Minutes from the 8.20.2024 Commission Meeting.
  3. Approve the Parade Application for VCSU & VCHS Homecoming on 9.20.24 at 3:30PM for Central Avenue.
  4. Approve the Youth for Christ Frisbee Golf Real Property Agreement for their Annual Tournament on Sept 14, 2024.
  5. Approve Local Event Permits for Raffles:

      Barnes County Senior Center for 1.3.2024 Raffle & 9.2024 – 7.2025 Bingo at the Barnes       County Senior Center.

      VC USBC Association for 11.10.24, 1.30, 2.17, 3.14, 4.7 & 5.4.2025 Raffles at Sky Lanes         Bowling Alley.

      VCSU Foundation – Booster Board for 9.6.24 – 2.8.25 Bingo and 50/50 Raffles at Home         Games and Bacon Bingo at Brockopp Brewing on Saturdays from 9.7.24 – 6.28.25.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.  Motion passed unanimously.

NEW BUSINESS

Approve Application for Property Tax Exemption at 637 8th Ave NE – Residential Building Improvements.

Commissioner Erickson moved to approve, seconded by Commissioner Magnuson.

Motion passed unanimously.

Approve to Accept the Bid for 2013 Chevrolet Tahoe – $4000.00.

Commissioner Magnuson moved to approve, seconded by Commissioner Bishop.

Motion passed unanimously.

Approve the Request for $200,000.00 in Funds to Extend Natural Gas to the South Side of the Interstate from the Valley City Barnes County Development Corporation

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.

Motion passed unanimously.

Approve KLJ to Perform Valley City Subarea Transportation Plan Amendment to the 2045 Transportation Plan.

Commissioner Magnuson moved to approve, seconded by Commissioner Bishop.

Motion passed unanimously.

Approve Revised Memorandum of Understanding for Office Space between the City of Valley City and the ND Department of Corrections and Rehabilitation.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.

Motion passed unanimously.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reported that the Shared Use Path along Winter Show Road will now be bid in 2025 and gave an update on Viking Court and the junk vehicles & properties that will be cleaned up.

Finance Director Klein let us know that there will be Special Assessment Letters going out the week of September 9th.

City Engineer Peterson gave an update on the Construction projects happening around Valley City.

Commissioner Magnuson gave a Shout Out to the Fire Department and all who helped with clean up of the Broken Road by Mill Dam.

Mayor Carlsrud thanked all those working on the planning of the New Service Center for all your time and ideas. Thank you to Steve Urness & Paul McDonald for all your time and coverage of what is happening around Valley City. Finally, thanks to all the City Employees for what you do every day for the City and its Residents.
