Approve First Reading of Ordinance 1168, an ordinance to amend and reenact subsection 1 of  

section 4-01-03 of the Valley City Municipal Code related to new alcoholic beverage license for

private golf courses.

Motion passed unanimously.

RESOLUTION

Approve Resolution 2473, A Resolution to Annex Territory. The annexation on the Bjornson Golf Course and surrounding area.

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.

NEW BUSINESS

Approve Letter of Intent for Barnes County Multi Hazard Mitigation Plan. County and State require a yearly renewal to show our intent to continue to work with them.

Commissioner Bishop moved to approve, seconded by Commissioner Gulmon.

Approve Task Order for Valley City NW Water Tower: Environmental Documentation & Final Design.

Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson.

Motion Passed.

Approve Task Order for Final Design for Hyland Park Estates Water, Sanitary Sewer, Storm Sewer and Paving Improvements.

Motion Passed.

Approve the 2025 Contract for Custodial Maintenance Services. K&S was significantly lower then the other two quotes.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford shared that Fargo has approved the Landfill Extension Agreement with Valley City. The other item discussed was a leak in the standpipe. The team is aware and currently working on the situation.

Police Chief Horner explained “Holes” training which was brought up at the last Commission Meeting. The training is about the Juvenile Court System & its processes as well as Community Service. This is taught by the School Resource Officer.

Mayor Carlsrud thanked all the Employees for working out in this weather, battling the winds and cold temperatures. Please be safe. Also thank you to our Commissioners for serving, you are greatly appreciated.

Approve the second and final reading of Ordinance 1167, an ordinance to amend and reenact section 7-03-05.1 of the Valley City Municipal Code related to removal of snow and ice from sidewalks.

Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon.

NEW BUSINESS

Approve Monthly Bills for the City and Public Works in the Amount of $1,293,654.            

Commissioner Bishop moved to approve, seconded by Commissioner Magnuson.

Approve Request for Funds from the Valley City Barnes County Development Corporation for a Single-Family Housing Pilot Program.

Commissioner Magnuson moved to approve $10,000 per new home, or up to $3,200 for properties in the Renaissance Zone, that meet the program guidelines sourced from City funds, approve waiver of water and sanitary sewer tap fees including temporary meter charges, approve $118,750 sourced from the City Sales Tax dedicated to economic development, fund up to six (6) homes initially, seconded by Commissioner Gulmon.

Motion passed unanimously.

Approve Purchase Agreement for the PFP House at 231 9th Ave NE.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford talked about the busy months ahead watching the House & Senate Bills that affect our City. She and Mayor Carlsrud will be speaking on several.  

City Assessor Current reminded all to sign up on line for the 2025 Primary Residence Tax Credit. She also suggested that we check out the new Assessor Website.

Commissioner Gulmon spoke on the financial state of the City. Our revenues are currently out pacing our expenses so we seem to be doing well.

Mayor Carlsrud thanked all the City Employees for what you do every day for the City and its Residents, especially during this brutal weather. Thank you to the Commissioners for what you do.  Please remember to follow the latest happenings going on at the Capitol.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford shared that Homes are available for purchase as the City buys Houses through our Flood Protection buyout process. These Homes will need to be moved. They are listed on the City’s Website at www.valleycity.us/bids-rfqs-rfps/ under the “Houses” tab.

Commissioner Gulmon reminded all with the change made to the monthly Finance Meeting date, he will just be sharing the Sales Tax report today. He will brief all on the Finances next meeting.

Commissioner Erickson brought up the Electronic Recycling Week which will be held January 13th through the 17th. Residents are able to take your aged electronics to the Transfer Station and dispose of for a small fee.  Christmas Tree pick up will be January 16th, all decorations, plastic and stands must be removed.

Mayor Carlsrud thanked the media for all their time and coverage of what is happening around Valley City. He also thanked the Commissioners and City Employees for what you do every day for the City and Residents.

Discussion was to have 2 levels of Special Alcohol Permits to bring attention to the ones selling liquor for the Police Department. Fees will remain the same.

Resolution 2468, A Resolution to Sell Property at Public Auction. This is for the property at

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reported that the Shred Use Path along Winter Show Road will now be bid in 2025 and gave an update on Viking Court and the junk vehicles & properties that will be cleaned up.

Finance Director Klein let us know that there will be Special Assessment Letters going out the week on September 9th.

City Engineer Peterson gave an update on the Construction projects happening around Valley City.

Commissioner Magnuson gave a Shout Out to the Fire Department and all who helped with clean up of the Broken Road Mill Dam.

Mayor Carlsrud thanked all those working on the planning of the New Service Center for all your time and ideas. Thank you to Steve Urness & Paul McDonald for all your time and coverage of what is happening around Valley City. Finally, thanks to all the City Employees for what you do every day for the City and its Residents.

CITY ADMINISTRATOR’S REPORT

Finance Director Klein reported that the City has received their final payment on the December 2023 Ice Storm from the State of North Dakota in the amount of $153,300 to cover expenses.

Assessor Current shared that the Primary Resident Property Tax Credit will again be available for 2025 and if you answer the 3 questions, you will receive $500. towards your 2025 taxes.

Police Chief Horner reminded all Residents to remove vehicles from snow emergency routes and other streets after snowfalls for easier cleaning. He also shared a reminder about moving vehicles within 72 hours, or they are subject to tickets and towing. No parking trailers on City Streets after October 1st.

Commissioner Gulmon discussed the financial position of the City through October. Nice good report.

Commissioner Erickson reminded Residents to keep your garbage containers free of snow. At least 3’ of clearance is needed.

Commissioner Bishop thanked the Fire & Police Departments and their staff.

City Administrator Crawford shared that the North Dakota Industrial Commission recommended our grid resilience grant request of 1 million, 53K for the rebuilding of our 1.869KB transmission line. This is our main power line. Also, Electronic Recycling will be available once again in January from the 13th to the 17th for a fee.

Mayor Carlsrud invited all to take a drive around town as the streets are clean and the Holiday Decorations are up and look great. Thank you to all the Employees for all that you do.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford shared an update from David Wick for the work being done on the roadway section as the inner circle storm drains and have now stopped concrete work for this year.  They will continue next summer. There are a few trailers that Fire Chief Magnuson and herself will need follow up on. The Tree Lighting Ceremony will be held the Saturday after Thanksgiving at 7:00PM at the Veteran’s Park. Enjoy the parade of lights & then attend the tree lighting in the park.

Finance Director Klein thanked Gary Jacobson on his hard work on the Public Works Department Budget. He did a great job.   

Engineer Eslinger discussed the letter that was just mailed out regarding the Lead Service Line Inventory and explained the goal of the first step in the project for the inventory of Lead Service Lines. The goal of the project is to ultimately remove all lead and galvanized lines from our system and to know what type of lines are out there. This is a multi-step program. A diagram explaining the lines and who is responsible for what portion of the lines was added to the materials.

Commissioner Gulmon recognized and thanked the city employees for all their work in putting up the Christmas lights. It is a big effort and very much appreciated.

Commissioner Magnuson thanked Gary Jacobson for all his work on the 2025 Public Works Budget. He explained that we keep our property taxes low by increasing the rates on utilities. We try to keep the profit margin low but still make some money to cover costs. He asked for the numbers to be compared to a few neighboring areas and what is being charged, Valley City is doing well. Have a Happy Thanksgiving and with the snow coming, drive safe.

Mayor Carlsrud thanked our Employees working on all the outside activities seen around town and those working on the inside activities that may not be seen as much. The City was visited by a couple State Representatives to view our permanent flood protections. They were able to see where the appropriated funds were used and they liked what they saw.
