President Carlsrud called the meeting to order at 5:00 PM.
Members present: President Carlsrud, Commissioner Gulmon, Commissioner Bishop, Commissioner Erickson, Commissioner Magnuson
Others: City Administrator Crawford, City Attorney Martineck, Finance Director Klein, Police Chief Horner, and Administrative Assistant Hintz.

APPROVAL OF CONSENT AGENDA
- Approve Minutes from the December 17, 2024, Commission Meeting and the
December 26, 2024, Special Commission Meeting.
- Approve the Raffle Permit requests for:
VCSU Foundation – Booster Board at WE Osmon Fieldhouse on 1.10, 1.31, 2.1, 2.7, & 2.8.2025.
Andrew Tangen Benefit at the Eagles on 1.18.2025
- Approve 2025 License Renewals for:
Frog Town Trailer Court, Operate a Mobile Home Park
RNR Development Inc, Operate a Mobile Home Park
Ground to Sky Tree Service, Tree Trimming and Removal Service
- Approve 2024-25 Contractor License for:
Ray Nelson Construction, Valley City ND
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
PUBLIC HEARING
Open Public Hearing Regarding Application for Alcoholic Beverage License for El Valle Taco Shop under New Ownership.
Commissioner Gulmon moved to close the hearing, seconded by Commissioner Magnuson. Motion passed unanimously.
Approve Application for Alcoholic Beverage License for El Valle Taco Shop.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
ORDINANCES
Approve the second and final reading of Ordinance No. 1165, an Ordinance to amend and reenact section 14-10-52.1 of the Valley City Municipal Code related to driving upon sidewalks. Commissioner Gulmon moved to approve, seconded by Commissioner Erickson. Motion passed unanimously.
Approve the second and final reading of Ordinance No. 1166, an ordinance to amend and reenact subsection 1 and paragraph 6 of subsection 2 of section 4-01-24 of the Valley City Municipal Code related to special event permits for sale of alcoholic beverages.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
Approve First Reading of Ordinance 1167, an ordinance to amend and reenact section 7-03-05.1 of the Valley City Municipal Code related to removal of snow and ice from sidewalks.
Commissioner Gulmon moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
NEW BUSINESS
Approve Property Buyout of 506 3rd St SE in the amount of $77,003.00.
Commissioner Bishop moved to approve, seconded by Commissioner Magnuson. Motion passed unanimously.
Approve changes to Employee Policy and Procedure Manual regarding new hire and promotional pay increases.
Commissioner Magnuson moved to approve, seconded by Commissioner Gulmon. Motion passed unanimously
CITY ADMINISTRATOR’S REPORT
City Administrator Crawford shared that Homes are available for purchase as the City buys Houses through our Flood Protection buyout process. These Homes will need to be moved. They are listed on the City’s Website at www.valleycity.us/bids-rfqs-rfps/ under the “Houses” tab.
Commissioner Gulmon reminded all with the change made to the monthly Finance Meeting date, he will just be sharing the Sales Tax report today. He will brief all on the Finances next meeting.
Commissioner Erickson brought up the Electronic Recycling Week which will be held January 13th through the 17th. Residents are able to take your aged electronics to the Transfer Station and dispose of for a small fee. Christmas Tree pick up will be January 16th, all decorations, plastic and stands must be removed.
Mayor Carlsrud thanked the media for all their time and coverage of what is happening around Valley City. He also thanked the Commissioners and City Employees for what you do every day for the City and Residents.
