Approve bid for lease of cropland. Recommendation to accept the bid received for leasing 71.4 acres for the 2024-2025 growing seasons at $63.41/Acre.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford reported there will be a meeting held on March 21st with our team and the Architects to start the process of figuring what all is needed and expected for the Service Center Project. This is just a fact-finding meeting. The Requests for Qualifications will be published on Wednesday, March 20th to start the process for the CMAR (Construction Management at Risk). Interviews to be held the week of April 22nd.

Fire Chief Magnuson invited the Commissioners and the Residents of Valley City to come on out and support the Fire Department’s Annual Fundraiser to be held on Saturday, March 23rd at the Eagles.

City Engineer Petersen reported on the upcoming Preconstruction Meeting on March 26th for the NW Storm Sewer Phase II project, which is the 6th Ave NW/Secarse Project. They will be putting ripple arches in the Little Dam area later this fall.

Mayor Carlsrud gave another shout out to Sherry & Wade on the Best Tasting Water in the State! Thanks to all the staff for what you do & that you are appreciated.

  • Hi Folks,
  • Attention!  Watch for a significant news release forth coming from Valley City State University!
  • As one of our pastors said “God Changes Plans!  Sue and I planned a trip to Sparks, NV for a few days of visiting.  Considering days available, flights, times and fares, planning was challenging; plans were changed.  Funny thing, instead of traveling home Good Friday, a text from the airline informed us our flight was delayed causing us to wait another day; plans were changed.  So we thought getting home was a strong possibility, it was just going to take awhile; and it did! 🙂
  • Mentioning changes, how about our snowfall forecast last weekend?  As I recall, there were amounts forecast upwards of 17 inches though many fewer were realized.  Plans were changed and it sure made clean-up for homeowners and city workers easier; we can be grateful. 
  • We visited Virginia City, an old west mining town 6148 feet up in the Sierra Nevada Mountains.  There are numerous historical buildings, abandoned mines shafts and machinery with interesting stories to be told.  The small town reminded me of Medora as they are both great tourist destinations.  They are both worth the visit, so this year invest some time and visit our North Dakota Year-Round Treasure, Medora.
  • It was fun seeing Grant Nelson from Devils Lake play well for Alabama in the NCAA Tournament, especially his contributions in defeating North Carolina.  He also played at Valley City High School a number of times making it enjoyable for those who saw him play then.  There were a number of North Dakota gals and guys who played in this year’s NCAA Basketball Tournaments; research them.
  • Would you like to feel better, improve your health, reduce stress and anxiety?  Try walking just 20-30 minutes a day, you will be surprised 🙂

Red River Water Supply Project

Guest Greg Bischoff, Barnes County’s Representative on the Garrison Diversion Board, shared an update on the Red River Water Supply Project.  A project to supply emergency water to central & eastern North Dakota during times of water scarcity so as to protect public health, ensure economic vitality and provide environmental benefits in the river systems.

NW Industrial Park

Discuss selling city owned lots in NW Industrial Park. Commissioner Bishop asked Jennifer Feist with the VCBC Development Corp to discuss the use of the land in the NW Industrial Park for Non-Primary Sector purposes. In the interest of development & putting that land in the hands of the private sector, the VCBCDC feels it is a good idea.

Clean-Up Week

Sanitation Supervisor Swart started the discussion on Clean-Up Week tentatively set for May 13–18, 2024. Swart shared a few ideas and changes that may need to be made due to the number of Trucks currently in the fleet. The consensus of the Commissioners was to continue as is by renting a truck to assist with pick up. Educating the Citizens of Valley City on what can and cannot be disposed of, as well as how to separate their piles of garbage for a more efficient clean-up. Citizens not following the guidelines set forth will not have their trash picked up.  

Department Reports

Sanitation Department

Sanitation Supervisor Swart reminded all not to put your garbage container on a snow bank, that they need 3’ of clearance around the container, your handles should face the house & it must be out for pick-up by 7:00AM.  

Electric Department

Electrical Superintendent Senf reported that his team is staying busy with Service Orders, Lights & Trees. They are working on their gateway issues and getting this cleared up.

Fire Department

Fire Chief Magnuson reported on their Calls for Service. Magnuson & Coit are currently working on some nuisance items, letters were mailed out prior to the recent snow storm. The boat is about completely ready, then on to the preparations for the pick-up. Looking for alternate locations for Fire Equipment parking this summer during the construction project. The Ariel is an issue. Hydrants, whether City owned or Privately owned, must be fixed and can not just be shut off. Private hydrants must be tested yearly. Looking into an ordinance for this issue. Magnuson shared that the Department is involved in the Chili Cook-Off at the Winter Show this year. They are also working on their yearly fundraiser being held March 23rd.

Police Department

Chief Horner shared that his Department is working with the Sheriff’s Office and the Highway Patrol Department to have extra enforcement during the ND Winter Show. The Department is applying for grants to assist in the purchase of Cameras for inside & outside the Police Department to cover a few blind spots and to update the current door security system. They are also waiting to hear on a grant they applied for to purchase body cameras. There are currently 3 open positions that they are trying to fill.

Street Department

Operations Supervisor Klemisch reported on the snowstorm & the clean-up that followed. Ben Lokken passed the Treatment 4 License Exam so now is a Certified Level 4 Operator which is the highest level in North Dakota and the level of our Valley City Water Plant.

Administration

City Administrator Crawford shared that on March 23, 2024 there will be a walk through with AE2S at the Water Plant to give us an over all game plan for future projects and maintenance.

Review monthly bills/reports

Deputy Auditor Johnson reported expenditures in the amount of $1,399,702. for the month.

New Items Continued

Discuss Amendments to Alcoholic Beverage License Code. City Attorney Martineck discussed:

  1. License fees – Streamline the fees
    1. New license for professional services businesses – Need a new class of license
    1. New license for entertainment facilities – Need a new class of license
    1. Guidelines for special event permits – No specifications for precautions
    1. Lookback period for violations – Possibly change title and change to 2 years
    1. Dates for renewal – Currently from July 1 to June 30. State is due January 1
    1. Administrative hearing procedures – Need to clarify the procedures process
    1. Server training certificates – New process to track these certificates

Discuss Commissioner Responsibilities Including Appointment of City Officials. City Attorney Martineck shared that the initial discussion on this topic was held in December so he is bringing it back for further discussion and direction. An Ordinance will be put together to clarify who should be appointed officer. In Code it states the Mayor is the Chief Executive Officer of the City. When you have a City Manager or City Administrator system, most of the Chief Executive Officer’s powers transfer to the City Administrator. The executive officer is the person who has the power to execute the laws and the City Commission is the Legislative Body that makes the laws. Martineck suggested, for the balance of powers, leave the Mayor as the Chief Executive Officer in Code and add those powers will be suspended during the period of having a City Administrator or a City Manager.

Review Recommended Changes to Valley City Urban Functional Classification System for Submittal to NDDOT for Review and Consideration. City Engineer reviewed the information and the submission is due onto the ND Department of Transportation by April 1, 2024.

Discussion on the Junk Ordinance for Main Street. Commissioner Magnuson started discussion on what, if anything, can be done about the locations along main street as it relates to junk. An ordinance can be drawn up regarding this topic but it will affect all citizens. Currently this is handled on a case by case process.

Discussion Regarding a Change to Paving Project 125 (2nd Ave NE/3rd St NE/4th St NE/3rd Ave NE) in regards to Parking for the Fire Hall. Administrator Crawford shared the quotes for concrete vs. recycled asphalt to include additional parking for the Fire Department during the project this summer. Her recommendation is to move forward with the additional parking but requiring the Firemen to abide by the current parking guidelines.  The consensus of the Commission is to move ahead with the recycled asphalt option for now.

SLWA Quick Start Guide Update President Carlsrud and Commissioner Erickson informed the Commission on the Service Line Warranties of America program. They explained the relationship between the two entities and gave an overview of program being offered. It was also stated that the repairs will be done by Licensed Contractors with the City of Valley City. This program is intended to give Valley City Residents an option for their service lines.

Discuss Finance Meeting Times. President Carlsrud brought up discussion on the times for the Finance meeting and how they seem to need adjusting monthly. It was decided that the Agenda will be reviewed the on Thursday afternoon the week prior and a time set.

Commissioner Gulmon moved to proceed with the process to sell city property in the NW Industrial Park to Non-Primary Sector which previously was designated for sale only to Primary Sector, with the details to be ironed out for public sale and some requirements that are wanted to fall in place for that particular property, seconded by Commissioner Bishop. Motion passed unanimously.

CITY ADMINISTRATOR’S REPORT

City Administrator Crawford shared that President Carlsrud and herself were in Washington DC with Missouri River Energy Services to meet with our Congressman and Senators discussing where we are with power and energy. Next, heading to Grand Forks for the Red River Basin Meeting, Valley City has a seat on the Board, which is another piece in water protection and management. Reminder that the next Commission Meeting will be held on Monday the 18th due to a conflict with training. Congratulations to Ben Lokken on passing the Treatment 4 License Exam.

CITY UPDATES AND COMMISSION REPORTS

City Assessor Current shared the Tax Equalization Meeting will be Tuesday, April 9, 2024 at 4:00PM in the Valley City Chambers.

Fire Chief Magnuson reminded all that the ice on Lake Ashtabula & the river is not safe, stay off. March 23rd is the Annual Fire Department Fundraiser; the proceeds will go towards the new rescue boat.

City Engineer gave an update on the lead surveys. 72 Residents have responded. Due date was March 1st.

Commissioner Gulmon reported on the Financials, 2023 was a good financial year. Sales Tax is up 4.2% over the previous year. Food and Beverage tax had their best year since 2015.

Commissioner Erickson congratulated Ben Lokken. Discussion on Clean-up week has started and the rules that have been in play for the last few years will be enforced.

Mayor Carlsrud suggested that allstay off the ice. It seems to be melting from the bottom up.Thank you to the City Staff for all their work. Thank you to the Commissioners for serving.

  • Hello Everyone,
  • A big change in the weather!  Hopefully it will be short-lived and spring-type weather will resume soon.
  • Congratulations and thank you to Wade Hesch and Sherry Keys, who operate our water treatment plant, for winning first place in the North Dakota Rural Water Association Water Taste Contest.
  • If someone pops into your mind, call & say “Hi”, you may make her/his day.
  • Last week the North Dakota League of Cities (NDLC) held its spring conference in Minot.  In addition to good networking, a few session topics were open records laws, tax incentives, working with the legislature and our staff did a nice job presenting two sessions about the municipal calendar.  Thank you.  The following were recognized for Leadership Training Hours:  Brandy Johnson – 60 hours, Brenda Klein – 100 hours and Gwen Crawford – 200 hours.  Congratulations.
  • With recent snows and soon spring clean-up, we older folks need to be aware of “heart health”.  Being we haven’t had much snow this winter, I am not in the best condition for shoveling and blowing snow.  That said, it will be important for me to be working at a “conversational pace” to reduce chances of a heart attack.  Take it easy and “be careful out there”.
  • A friend was recently a patient for a few days in our CHI Mercy Health Hospital.  He sent a text telling me “I had really good care” and asked that it be shared.  We are Blessed to have a critical access hospital in Valley City.  Thank you to Ryan & the CHI Team.
  • For you and your family’s safety, remember to turn your signal lights on EARLY so vehicles around you have chances to avoid hitting you.  The faster the traffic, the earlier signals need to be activated for your safety.

3.18.2024 Mayor’s Message

  • Hi Everybody,
  • While many of us are grateful for the mild winter we are incurring, please remember those folks whose livelihoods are related to “normal” winters and say a little prayer for them.
  • Clean-up Week will be in May, please be watching to identify acceptable materials and when to put them out.   
  • Saturday the VCBC Library hosted a nice fundraising event to help with maintenance on the beautiful Carnegie Building.  In case you were unable to attend, there is still time for you to help so please stop in or call the library, 701-845-3821.
  • Last week was an MRES Board Meeting with O&M, generation, transmission and legislative actions being topics.  Some challenges are supply chains, timing of maintenance and communicating with legislators to ensure adequate, reliable power.  When we “flip the light switch”, it is nice that the light comes “on”!  In February, Valley City’s Municipal Power was “on” 99.99999 % of the time. Thank you to ALL who make that happen.
  • Women’s History Month runs through March, and you may find researching these people to be interesting.  Actress Grace Kelly became a princess and was pretty too.  Tennis star Billie Jean King became most influential in sports.

  • Hello Folks,
  • We, in Valley City, are Blessed to have one of three relatively unaltered Carnegie Libraries in North Dakota.  Our majestic library was built in 1903 and is on the National Register of Historic Places.  March 16th, from 1-4, “Light Up the Library” open house and fundraiser will be hosted at the library.  Come for treats, visit friends and tour the beautiful facility.
  • Congratulations and thank you to the North Dakota Winter Show (NDWS) Manager Brandee Moore, the NDWS Staff and its Board of Directors for bringing the 87th North Dakota Winter Show to Valley City.  With numerous vendors and great crowds, it was wonderful.  Thank you again.
  • Thank you Ben Lokken, one of our city employees, who recently earned the North Dakota Level 4 Water Treatment Plant (WTP) License.  Our water treatment plant is a Level 4 facility and the Level 4 License is the highest one can achieve in North Dakota.  Congratulations Ben.
  • Women’s History Month, please research Wilma Rudolph & Anne Frank.
  • Last week we thanked all the students involved in the winter competition seasons.  This week is a shout out to all the coaches, officials and judges who help administer contests in an orderly fashion.  Coaching and officiating are great for “giving back” to sports and fine arts that afforded us life’s lessons and entertainment over time.  Thank you a bunch to all coaches, officials and judges who give of themselves for our youth.
  • Please remember to place your garbage containers with the handle facing the curb and remember the truck cannot pick the container off the snow bank.  
  • Clean-up Week will be here before we know it.  To be picked up, materials must be piled separately as different trucks will be picking up different materials.  Watch for further information from media outlets, city messaging and https://www.valleycity.us/sanitation-garbage/
