June 10th, 2025 – MINUTES OF REGULAR MEETING OF VALLEY CITY PLANNING AND ZONING COMMISSION

  Jeff Erickson presided and called the meeting to order at 4:00 on Tuesday June 10th, 2025.

Commissioners present: Ian Jacobson, Joe Tykwinski, Tim Durheim

Commissioners Absent: Dave Carlsrud, Bill Carlblom, Mike Schell

Others: City Administrator Gwen Crawford, City Attorney Carl Martineck, City Planner Joel Quanbeck, City Assessor / Acting Secretary Tina Current, Fire Chief / Building Inspector Lance Coit, Building Inspector Mike Blevins, Chad Petersen (KLJ), Tracy Eslinger (Moore)

 Chair Mike Schell and VP Dave Carlsrud were absent. Commissioner Ian Jacobson made motion to       nominate for Commissioner Jeff Erickson to be chair for the meeting. Seconded by Commissioner Joe Tykwinski.

Motion passed with unanimous approval.

Commissioner Tim Durheim moved to approve the minutes from the April 9th, 2025 meeting seconded by Commissioner Joe Tykwinski. Motion passed with unanimous approval.

Building Inspector Report

Building Inspector Mike Blevins sent the permit list to the board, Fire Chief / Building Inspector Lance Coit reported permits on a garage and deck.

Public Hearing for Preliminary Plat For Replat of LOTS 6,7,8 Block 2 – Waterfront Meadows Addition

Jeff Erickson opened the public hearing.

Donny Eberle with Bridgetown Builders explain the purpose of the plat. The hearing was closed.  

Internal discussion ensud. City Planner Joel Quanbeck reported his findings.

Commissioner Tim Durheim made a motion to approve the replat of Waterfront Meadows Addition. Seconded by Commissioner Joe Tykwinski followed by a roll call vote and unanimous approval.

Public Hearing for Zoning Code Amendment – Standards for Manufactured Homes and Manufactured Home Park

Commissioner Erickson opened the public hearing.

City Attorney Martineck introduced Ordinance no 1172 and explained the reasons for the text amendments.  The hearing was closed.

Commissioner Ian Jacobson made a motion to approve ordinance No. 1172 with a recommendation to the City Commission, seconded by Commissioner Joe Tykwinski followed by a roll call vote and unanimous approval.

Public Hearing on Zoning Code Violation – Legacy West PUD Construction site

Jeff Erickson opened the public meeting

City Attorney Martineck presented the timeline of the matter and nature of the violation. Paul Diegel of Legacy Developments spoke and disputed the violation. Attorney Dierra Diegel presented a rebuttal of the alleged violation. The hearing was closed. Internal discussion ensued.

Commission Joe Tykwinski made a motion to table this item with the agreement Mr. Diegel will give the City of Valley City a plan of action to clean up the property within ten business days. Seconded by Commissioner Ian Jacobson followed by a roll call vote and unanimous approval.

Discussion on The Proposed Renaissance Zone Updates

City Administrator Gwen Crawford presented the proposed changes in the 2025-2035 Renaissance Zone.

With no other items to discuss, Commissioner Jeff Erickson called the meeting to close at 4:56pm
